There are a few ways for going about this in windows, because there are multiple locations from which a program can be launched from startup.

Startup start menu group

Ill get b to this one, is quite a poor way, but it does work to a degree, will not remove anything fancy, but it makes your PC startup a little faster.

Open up windows explorer and navigate to the Documents and Settings directory (if not moved there by default.

here you will find a list of the accounts on the PC, within an account, perhaps start at administrator (or whichever you use), open up directories: "start menu", "programs", then "startup".

for a little more detail: C:\Documents and Settings\Administrator\Start Menu\Programs\Startup

Here you can find a few tools that startup with your PC, remove which ones you want.

You can repeate this for other user accounts within the Documents and Settings folder. Alternatively you can add some application shortcuts here if you want things to load up on startup.

Services

This way is effective enough, but be cautions what you play with. F

Firstly you've got to get a hold of your control panel.

Next, you are going to want to locate the "Administrative Tools", if your using XP and cannot locate it, change to "Classic View" and it will appear.

Once you are in Administrative Tools, click on services, from there you will get a list of applications are on your machine, right clicking on any of them and going into "Properties" allows you to modify its startup type.

BE CAUTIOUS WHAT YOU MESS WITH HERE!! Many of these applications are useful and needed.

msconfig

Start->Run->MSCONFIG

This helper app can do a lot of the above in one location.

System Registry

These keys within the system registry control start up applications.

HKU\.DEFAULT\Software\Microsoft\Windows\CurrentVersion\Run
HKU\.DEFAULT\Software\Microsoft\Windows\CurrentVersion\RunOnce
HKLM\Software\Microsoft\Windows\CurrentVersion\Run
HKLM\Software\Microsoft\Windows\CurrentVersion\RunOnce
HKLM\Software\Microsoft\Windows\CurrentVersion\RunOnceEx
HKCU\Software\Microsoft\Windows\CurrentVersion\Run
HKCU\Software\Microsoft\Windows\CurrentVersion\RunOnce

Start->Run...->regedit

Startup Application Removal Tools

There are some really cool ones, I used one and it more or less saved my PC, Ill have to mention it more, when I get home and remember what the program was called.
